PAHrtners Deaf Services is currently seeking a qualified Behavioral Health Director that is fluent in sign language. This position is responsible for directing comprehensive mental health and substance abuse services for individuals who are Deaf and Hard of Hearing. This leadership role entails strategic planning, program development, staff management, and ensuring the delivery of high-quality, culturally competent care tailored to the unique needs of the Deaf and Hard of Hearing community.

 

DUTIES AND RESPONSIBILITIES:

  • Operational Leadership:
    • Creates and communicates a compelling vision that motivates others; conveys the purpose and importance of the corporate vision and mission; links department, team, and individual initiatives to those of the organization
    • Measures staff satisfaction with services and organizational performance and identifying areas for improvement.
    • Maintains a constant focus on efforts to improve performance, quality, and efficiency of work process and services provided.
    • Provide clinical supervision and support to a multidisciplinary team of mental health professionals.
    • Ensure the integration of evidence-based practices in all service areas.
    • Monitor and evaluate program outcomes to continuously improve service effectiveness.
  • Financial Performance:
    • Develops, implements, monitors, and analyzes the unit budget.
    • Responsible for managing operational P&L and making decisions based on financial performance
    • Reviews financial reports monthly and involves other unit staff, service users, and personal outcome data in the budgeting, revenue, and expenditure process
    • Ensures all billing is accurate and submitted within specified timelines.
    • Reviews receivables monthly to determine needed actions
  • Program Leadership and Development
    • Pursues opportunities for growth and development of new business for RHA.
    • Develop and implement mental health and substance abuse programs that address the specific needs of d/Deaf individuals.
    • Oversee the delivery of services to ensure they meet regulatory standards and best practice guidelines.
    • Collaborate with stakeholders, including community organizations and healthcare providers, to enhance service delivery and accessibility.
  • Staff Management
    • Recruit, train, and supervise staff, ensuring they are equipped to work with the d/Deaf population.
    • Foster a positive work environment that encourages professional growth and development.
    • Conduct regular performance evaluations and provide ongoing feedback.
  • Community Outreach and Advocacy
    • Advocate for the needs and rights of d/Deaf individuals within the mental health and substance abuse sectors.
    • Develop and maintain partnerships with relevant organizations to promote awareness and support for mental health and substance abuse issues.
    • Organize and participate in community events and educational programs.
  • Regulatory Compliance:
    • Ensure compliance with all applicable federal, state, and local regulations, including those specific to Pennsylvania.
    • Monitor changes in regulatory requirements and update organizational policies and procedures accordingly.
    • Conduct and/or review compliance audits and risk assessments to identify and mitigate potential issues.
  • Plans of Correction:
    • Develop and implement comprehensive plans of correction in response to regulatory findings and deficiencies.
    • Coordinate with internal teams to address and resolve compliance issues.
    • Monitor and report on the progress of corrective actions to regulatory agencies and senior leadership.
  • Other duties as assigned.

 

SUPERVISORY RESPONSIBILITIES:
This position supervises multiple positions.

SALARY:

$70-85k/year depending on experience and education.

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in a human services field, healthcare management or general business/public administration.
  • Preferred five to seven years’ experience in prior management position.
  • Fluent in American Sign Language is required.
  • Prefer P&L management experience
  • Valid driver’s license including personal vehicle insurance coverage.
  • Must maintain proficiency in professional field if licensure and maintenance of credentials is a part of professional certification.

 

PHYSICAL DEMANDS AND WORK ENVIRONMENT:

  • Regularly required to lift 10 lbs.
  • Must be able to lift a minimum of 15 lbs.
  • Must be able to pull a minimum of 10 lbs.
  • Must be able to squat, kneel, crawl, crouch, climb, and stoop.
  • Must be able to regularly use hands to finger, handle, or feel objects, tools, or controls.
  • Required to regularly stand and walk.
  • Must be able to demonstrate proficiency in CPR from the floor level requiring to work on hands, knees, bending, standing, and lifting.
  • Vision requirements include close vision, distance vision, and peripheral vision.
